Law Enforcement agency is a government agency to enforce the laws, maintain safety, and maintain order. In the United States there are well over 17,000 Law Enforcement agencies ranging from Small, Medium, Large, Local and State Law enforcement agencies, are in charge of policing districts, provinces, states, tribal terrains and uncommon locales. These agencies can have as few as one officer to upwards of 30,000 or more full-time personnel. Community policing has proved to be very effective, and therefore a strategic community development plan is crucial in law enforcement.

  According to the IACP (n.d.), “A public affirmation of adhering to an Oath of Honor is a powerful vehicle demonstrating ethical standards” (par.1). The paper would focus on the formulation of a code of conduct and how it can promote effective leadership and integrity in law enforcement officers. The paper would focus on the implementation of the code of conduct regarding professionalism at the work place.

Code of conduct regarding professional behavior requires that the employees uphold the highest standards with regard to professional behavior. It calls for the need of officers to maintain responsibility at the work place. Professional behavior is of significant importance when it comes to the police department. It is a reflection of the need to uphold the constitution and all the laws stipulated in it. It is imperative that the officers be aware of the code to improve on the working relations of all the officers. Issues of failure to adhere to the work ethics have been violated that have impaired effective operations within the work environment. Incidences that can be avoided in the police department when it comes to the adherence to work ethics are avoidance of disrespect amongst the officers. Additionally, it is vital that the officers are well aware of the constitution so that there is no breach. Professionalism at the work place must be held with high regard. Officers who adhere to the same have a potential of becoming leaders. It is because it would enhance integrity at the work place. It calls for the need to be aware of the ethical issues concerning professionalism. Police officers would be well equipped when executing their duties thereby protecting the citizens.

Community Development Plan

A Community Development Plan is an effective way that prepares police officers for the challenges that are faced as a result of criminal activities. It is vital that the police fraternity invoke the help of the community members. It would be a good way of responding to the ill vices resulting from the criminal activities. There is much evidence relating the involvement of the community in tackling crimes through the help of the community members. An effective community development plan with regard to policing prepares the law enforcement agencies in enhancing the safety of innocent people. Officers can engage in different activities in the community as a way of promoting cohesion between the police officers and the general public. Through different interaction programs, the police would be able to engage the society and in return be able to work in close relation with them.

Community policing is a measure that would help in building good ties with the members in the society. Necessary measures must be put in place to uphold good relations with the community. It would promote openness where the members of a community can communicate issues to the police regarding any factor of crime. Additionally, the law enforcement agencies would be able to get any information as pertaining to potential criminal attack in a given community. At the end, appropriate measures can be initiated to stop the occurrence of the attack before it is executed. Additionally, community development plan with regard to policing can come in handy when building a good partnership with the overall community. A Community Development Plan revolves around involving citizens in coming up with a strategy that would ensure that the law enforcement programs work out. Future policing methods that are introduced must be those that are well adapted to adjust to changes in crime. Criminals have been trickier in the manner in which they execute their activities. There are multiple measures that can be introduced in community policing to improve on security. Future strategies that can be used include the use of educational programs in schools, surveys at people’s houses from door-to door, and awareness through social functions.

Educating the members of the public in community policing is an important way of ensuring security. Children need to be taught on the probable ways of identifying potential threat to security. The education should be from a junior level all through senior level. Trust is an important way of building a good rapport between the police departments and the citizens. It could be reflected through ease of reporting cases of crime in the event that they occur. Additionally, the members would be able to give out information to the public on potential threats to insecurity in a given area. Preventing a crime would be much easier than solving the incident after it has taken place. Future community policing methods should incorporate all of the measures that enhance good relations with the members. Such can be achieved by engaging in different community activities such as cleaning in a given area. It can involve taking part in areas such as sporting activities. Additionally, the police department can build trust with the community by holding open day activities.

Plans to improve on community development concerning policing should be based on improving the perception of the public over the police. In most instances, there have been instances where the police have been portrayed in bad light. They have been associated with brutal activities in the event that they apprehend criminals. It is imperative that the plan that is initiated is one that aims at changing the existing perception of the public over the police. The police department should be seen as one that is improves the lives of the citizens by assuring them of their safety. The sight of police officers should not be accompanied by fright, as it would prevent any measures aimed at providing security to the public.

To achieve effectiveness in the community development plan, there are key issues that need to be addressed. Officers who are recruited into serving in the police department must be up to the task in doing so. It is important to recruit the most qualified personnel who are in a better position to work in alignment to achieve the future aspirations of the police ten years from today. The individuals recruited into the police department should be endowed with the necessary knowledge and technical know-how on dealing with the police officers. Selection into the police service training should have a minimum qualification of college education. Previously, it has been a required that people who is picked for training at the level of high school. It is not effective enough considering that high school education is not sufficient to provide the officers with the knowledge and skills to perform the duties. The type of officers picked for the job need to be the right ones to fill in the positions left by retired or deceased officers. Concerning the challenges faced by the law enforcement agencies when it comes to fighting crime, it calls for the need to have police officers well braced to tackle the issues.

The community involvement in tackling of community affairs is important in ensuring that law and order is sustained. Police officers need to find a way of working in close relation with the community to ensure sustainability in the provision of policing services. Working with the community members would make it easier to deal with crime before it takes place. Additionally, it is important that the individuals be trained at college level for psychological preparedness. Contrary to minimum selection of officers that was based on selection on grounds of having graduated for high school, it is important to raise the qualifications. Individuals who graduate from college tend to be more mature and understand the changes that take place at a community level. After graduation from college, it would be expected that those who opt to join the police service are trained further. Training should be holistic to cover all the aspects of crime and related activities. Emphasis would be on ensuring that the recruits understand the constitution effectively. Incidences related to breach of constitutional laws have been reported among police officers. Future policing should be based on intensive training that places the officers at a better place to deal effectively with any form of criminal activity.

The recruits would be trained on both field activities and theoretical knowledge. Law enforcement agencies need to hire many police officers to bridge in the gap left by those who have retired, resigned or passed on to ensure continuity in service provision (Barr, 2002). The field training would capitalize on how to counter the potential criminals and prevent them. Training in class would be based on imparting soft skills amongst the police officers. It includes such areas ethical issues and dealing with technicalities while executing their duties. It is important that the officers train on the soft skills to put them at a better place to respond white-collar crimes. With the technological changes, it is vital that the officers be trained in matters that make them effectively responsive to any form of threat. Criminals are changing their ways, warranting the need by officers to do the same. It can only be achieved in when dealing with individuals who may have graduated from college education. The curriculum in college prepares them for soft skills.

Ethical training for the law enforcement agencies that would be most appropriate is on professionalism. Officers need to learn how to conduct themselves at the workplace. Additionally, it is important that they carry themselves in high regard when it comes to the manner in which they conduct their activities. Professional conduct entails such activities as adhering to the rules and regulation relating to their job specifications (Grant, 2002). Considering that they are dealing with fellow human beings, it is important that they are trained on how to respect them as they execute their duties. Training based on ethics should be implemented for the benefits that come with them. Ethics enables the officers to behave in a morally acceptable manner, and enables them distinguish between what is right and wrong. Also, training on ethics would put the officers in a better place when it comes to understanding how to make critical decisions related to the duties assigned them. There are instances when the officers need to decide whether they should apprehend the criminal or shoot them. In such a case, it is vital that the officers are well trained to know how to respond to the issue.

Additionally, training on ethics should be based on integrity. Officers need to understand how to carry themselves along while discharging their duties. It is a vital aspect of policing as it builds on trust with the general public. It is important that a particular officer portrays good mannerisms in the way they execute their duties. They should be respectful to fellow officers and the clients who come to seek services from them. It would enhance good relations between the officers and the rest of the community. Future police officers must be those who act beyond reproach to alleviate any doubts regarding their suitability to carry out their responsibilities.

Effective training within the police department is mandatory for proper service delivery. Officers who are in charge of the rest must be compassionate enough to lead the rest of the team to achieving the goals for which the officers are tasked. They should be leaders who go beyond executing the duties in official capacity to acting as close associates. Good leaders tend to find out about the welfare of the rest of their members. It encompasses such attributes as compassion when leading the rest of the police officers. To achieve effective leadership in the police department, it calls for training of officers to act as leaders they are (Schafer, 2008). The training could include workshops and seminars that provide an avenue where the officers are given an opportunity to explore their leadership skills. Leadership in the police force plays an important role in ensuring that police activities are carried out in a good manner. According to Michelson (2006), in Succession planning in police leadership, there is needed to have officers who have reputable character to help in carrying out police activities.

Police officers need to study about the future. It is a measure aimed at placing the officers in a better place to deal with the dynamic changes in criminal activities. It is an opportunity to build knowledge on the existing criminal activities and learn new methods of fighting crime. For example, community policing was not prevalent until recently when it was implemented. Fortunately, remarkable success has been witnessed with the issue of community policing. More strategic controls can be implemented against crime by having officers learn much about the future issues of policing.

In conclusion, it is important that law enforcement agencies play a significant role in the general stability of a community. They are responsibility for the upholding of the constitutional laws ensuring that they are not breached. The personnel picked by the agencies must be one that is up to task to effectively carry out the duties bestowed upon them. Future policing activities should be in alignment with the changes that do take place in society. The agencies need to ensure that the officers are well braced to adapt to any changes that take place in a society marred by criminal activities.

Emphasis should be put on ensuring that the officers are always in a position to face any nature of crime. Response to crime should not only be focused on countering an ensuing attack but also in learning how to prevent the attack from occurring before it happens. It is mandatory that it becomes a priority for any law enforcement agency to be prepared to respond to any criminal activity at the preliminary stages and stop the attack from taking place. It would serve a long way in protecting many lives since the criminal activities have been stopped before they take place. Additionally, the officers have a duty to uphold the constitution as they carry out their activities. In doing so, the officers would promote effectiveness in the course of working.

Law enforcement agencies have a duty to ensure maximum protection of civilians from any form of attack. Working with other relevant stakeholders, it is vital that the officers act in a manner that is likely to sustain law and order. Law enforcement officers must always ensure that their community development plans are up to date and functional. Law enforcement agencies have the mandate of promoting safety amongst the citizens of a given country, and to achieve the same it is important to provide the necessary equipment and facilities to them.
