Can a Police Department change it’s ways? The Los Angeles Police Department is completing one of the most ambitious experiments regarding corruption after the beating of Rodney King  March 3, 1991. On this day Rodney King was pulled over for speeding no weapons. Responding to the call where four  white Los Angeles Police Department officers. They teasered him and then beat him with batons. Other officers witnessed the incident but did nothing to stop them, All of thus was caught on video.

“The was enough evidence to sue the Police Department because or misconduct. the city government entered a “consent decree” promising to adopt scores of reform measures under the supervision of the Federal Court” (Stone Foglesong,  & Cole, 2009).

A consent decree is defined as an agreement between two or more parties that are submitted to a court by writing. Consent of decree becomes legally binding after it has been approved by a judge. The purpose of consent of decree is to enhance integrity within the police department as well as prevent behavior that denies individuals their rights, benefits or immunities that are protected by the constitution of the United States. The consent of decree lasts for a minimum of five years and within this time the police department must comply with the provisions of the decree to the latter (O’Keefe, 2004).

The consent of decree puts emphasis on the following areas: community outreach and public information, integrity audits, training, management and gang units, management of personal informants, program improvement for response to persons with mental illness as well as serious incident processes, documentation, investigation and review. On the other hand Police Training Officer Program is one of the standard training needs in the police department. This type of training consists of contemporary adult education and a type of problem based learning method of teaching that is adapted for the police.

The main purpose of the Police Training Program is to ensure that the experience of the police graduates reflects policing in the 21st century. Some of the motivations of entering consent of decree is that it ensures compliance on the employer’s side and the process of enforcing settlement is fastened. Efficiency is another foci for decree of consent since they are more efficient compared to private settlements since has the jurisdiction.

Some of the limitations of entering into a decree of consent are that it involves compromises and it a risk of ambiguities. The need to reach a compromise may coincide with the need to minimize costs of the court and hence creating a risk. A consent of decree can be issued in circumstances where there is intention to create legal relations such that any issues that arise can be enforced by the court. The consent of decree is effective at addressing training deficiencies in an organization since it ensures that all the relevant skills required for a particular post are looked into without any compromise.

Much more diverse are the ranks of the Los Angeles Police Department, then they were at the time Rodney King was beaten.  some compelled by the courts changes were made, in the way the police department patrols  the neighborhood, and how complaints are handled.
